That frees the specification up considerably: the sleeve can be a light, cheap board and the whole budget can go into the printed face.

A narrow band uses less board than a full wrap and carries the same name. Wrap deeper only where the filling actually runs.

Sweet popcorn carries a sugar glaze rather than free oil, and salted popcorn is drier still. Neither soaks into board the way a chip or a burger does.
Unless yours is heavily buttered, an unlined board is usually adequate — which lowers the unit cost and makes the sleeve straightforward to recycle.

If yours is finished with melted butter rather than a dry seasoning, the board does need a grease-resistant treatment. Tell us how it is dressed and we will specify accordingly rather than assuming the dry case.
