The traditional chip shop wrap is two layers: a greaseproof inner sheet against the food and a printed outer sheet that takes the handling.
It works because each sheet does one job well, and it is still the most practical way to wrap a hot portion of fish and chips.

Busy shops sometimes move to a single heavier sheet for speed and accept the trade.
The inner sheet is soaked in oil within a minute and nothing printed on it survives being seen. Printing it is money spent on something nobody looks at.
The outer sheet stays clean and is what the customer carries home, so that is where the design belongs.
For chips without fish, folded holder papers for chips alone use a smaller sheet and a simpler fold.
