Volume Is the Constraint, Not Weight
A bag holding 100 grams of popcorn is far bigger than one holding 100 grams of anything else. Size from the volume you serve rather than the weight.
That large surface is also the reason popcorn bags carry such bold printing — there is a great deal of it to fill.
For a smaller individual serve, sleeves for single popcorn portions are easier to hold than a bag.

Do popcorn bags need a grease-resistant lining?
Dry-seasoned and glazed popcorn does not. Buttered popcorn does, and it is worth being specific because the two look identical on a specification and behave very differently.
How big should a popcorn bag be?
Size by volume, not weight. Popcorn is far bulkier per gram than anything else in this range, so a bag sized by weight will be much too small.
